HangingCagePiece: add fallback ResourceLocation arrays for worldgen when
DataDrivenItemRegistry is empty (race with reload listener on initial
world creation). Registry-first with hardcoded fallbacks.
Strip all Phase references, TODO/FUTURE roadmap notes, and internal
planning comments from the codebase. Run Prettier for consistent
formatting across all Java files.
